Global Container Security Seal Standards

Notice to All Valued Customers

Ocean Network Express (ONE) is committed to maintaining the highest standards of security and integrity throughout our global supply chain. In alignment with global safety requirements and to protect the interests of our customers, we are issuing this notice regarding the mandatory use of high-security container seals.

Mandatory Seal Requirements

Effective immediately, all containers i) tendered for international transit with ONE or ii) transported under the custody of ONE must be secured with high-security seals that meet or exceed the ISO 17712:2013 standard. This requirement is essential to ensure cargo integrity, meet international compliance standards (such as C-TPAT, AEO, and WCO), and reduce the risk of unauthorized access or pilferage.

Customer Responsibility and Liability

While ONE continues to process containers arriving with seals that do not meet these standards, to avoid operational disruptions, customers are hereby notified of the following policy regarding non-compliance:

  • Liability for Claims: Shippers and cargo owners bear full responsibility to ensure that a compliant high-security seal is properly affixed to the container at the point of loading. 
  • Indemnification: ONE shall not be liable for any cargo shortage, damage, or claims arising from the use of substandard, low-cost, or non-compliant seals.
  • Penalties and Fines: Any fines, penalties, or additional costs assessed by customs or other governmental authorities due to missing, non-compliant seals or improper sealing of loaded containers will be the sole responsibility of the customer (Merchant’s Responsibility) as per the terms and conditions of the ONE Bill of Lading.

Best Practices for Securing Your Cargo

To help maintain a secure supply chain, we recommend the following:

  • Seal Placement: Seals should be placed in the "Securacam" position at the bottom of the left locking bar on the right container door.

  • Verification: Always verify that the seal number matches the number recorded on the ONE Bill of Lading and other shipping documents.    
  • Cargo Insurance: We strongly advise purchasing appropriate levels of cargo insurance to protect against unexpected transit risks.
